The RULE of 3 learning system is supported by research studies which reveal a marked improvement in students’ language and literacy development. Students learning two languages using the RULE of 3 show increased cognitive flexibility and more developed critical and divergent thinking skills.

Data & Results on CELDT Assessment

Students in schools not participating in the RAP intervention gained 3.9 score points. The average score gain was 78.1 for those schools participating in the RAP intervention. The difference in average gains by group is statistically significant at the 99 percent confidence level.

Moreno Valley API Scores

Project Moving Forward Schools in the Moreno Valley Unified School District were the top scoring schools of the 23 overall district schools. Students met both ELA & Math AYP goals gaining 51 points on their API.

Closing the Achievement Gap

  • The achievement gap for the targeted ethnic and socioeconomically disadvantaged students was reduced from a gap of 12.2% to 1.9%
  • Special Education students improved 56 API points at Hendrick Ranch Elementary School and 33 API points at Armada School. (CST)
  • 30% of students increased one to two levels in the CST.
  • 90% of lower socioeconomic students and English Learners had double digit API gains.

About Us

Project Moving Forward was created to establish equity for English learners and other diverse learners by laying a strong foundation in language and literacy in the early grade levels. Through an interactive, constructivist approach, students learn academic skills as well as critical and divergent thinking. The innovative RULE of 3 methodology develops English as well as bilingual and multilingual skills. It is being used in Spanish and Mandarin instruction.
